Federal Program Description Funding for wind energy development will leverage the Department of Energy's national laboratories, universities, and the private sector to help improve reliability and overcome key technical challenges for the wind industry. This is part of the Applied Research, Development, Demonstration and Deployment Activities program for technologies related to energy efficiency and renewable energy.

Title Recovery Act: Large Wind Turbine Drivetrain Testing Facility (DE-FOA-0000112)
Eligible Entries Eligibility will be restricted to collaborations made up of state and local governments and university(ies).  Each application must include organizational participants from state and local government and universities, and a plan for achieving long term sustainable operation, maintenance and funding without DOE assistance.  The prime applicant must be a State or Local Government, University or non-profit and is restricted to the United States and its Territories.  Although not required, National Labs and/or private industry will be permitted to participate as a partner with other entities.  Potential end users of the facility may not partner due to conflict of interest.

Title Recovery Act: Wind Energy Consortia between Institutions of Higher Learning and Industry (DE-FOA-0000090)
Eligible Entries In accordance with 10 CFR 600.6(b), eligibility for award is restricted to consortia led by an institution of higher learning. The consortia must include at least one four-year institution of higher learning that has at least one engineering program that is accredited by the Accreditation Board for Engineering and Technology (ABET).
