Federal Program Description Provides for a dramatic expansion of the Trade Adjustment Assistance (TAA) program which offers benefits and employment services to workers who have lost their jobs or suffered a reduction in their wages or hours as a consequence of increased imports.  The new provisions of TAA include expanded coverage of workers, an increase in training funds, increased accessibility and flexibility of TAA programs, and a program for communities affected by trade.

ARRA Citation P. 253, SEC. 1800. SHORT TITLE- This subtitle may be cited as the ''Trade and Globalization Adjustment Assistance Act of 2009''
ARRA Reporting While the new Trade & Globalization Adjustment Act was included under the ARRA, the funding to support it was not. Rather, the Omnibus Appropriations Act of 2009 appropriated the funding to support the reauthorized TAA program. Separate tracking and reporting requirements which apply specifically to ARRA funds do not apply to the TAA funds provided by the states from the later appropriation.

Program Funding
National Total $575 million for training, $86 million for Administration and Case Management Services and $18.55 million for additional Case Management Services.
NYS Share FY 2009: $12.2 million for training and $2.2 million for case management and administration combined.
FY 2010: Initial allotment announced- $7.7 million for training and $1.5 million for case management and administration combined.
Flow of Funds NYS will make the training funds available through the network of 33 Local Workforce Investment Areas. 
Deadline 90% of the national funding must be obligated by July 15 of each year. FFY 2009 funding lapses for state obligation and expenditure on September 30, 2011, FFY 2010 funding lapses September 30, 2012, and FFY 2011 funding lapses September 30, 2013.
