Federal Program Description The American Recovery and Reinvestment Act of 2009 appropriated $1.5 billion of discretionary grant funds for Transportation Investment Generating Economic Recovery (TIGER) for capital investments in surface transportation infrastructure to be awarded by the U.S. Department of Transportation. These TIGER Discretionary Grants are to be awarded on a competitive basis to projects that have a significant impact on the Nation, a metropolitan area, or a region.
Funds under this program will be awarded to State and local governments, including U.S. territories, tribal governments, transit agencies, port authorities, metropolitan planning organizations (MPOs), other political subdivisions of State or local governments, and multi-State or multi-jurisdictional applicants.
Project must have a significant impact on the Nation, a metro area or a region.  Projects funded under this program may not be less than $20 million (may be waived) and no greater than $300 million.  Eligible Projects include:          
  • Highway or bridge projects eligible under Title 23 including improvements to the rural collector road system
  • Public transportation projects under Chapter 53 of Title 49 including New Starts and Small Start programs that will expedite completion of those projects.
  • Passenger and freight rail transportation projects
  • Port infrastructure projects including projects that connect to other modes of transportation and improve the efficiency of freight movement

In order to meet certification requirements, NYSDOT must also comply with the Certification requirements of the Recovery Act as a condition for award of TIGER Discretionary Grants to State or Local agencies.  The Certification must be executed and posted on a Web site and linked to Recovery.gov prior to receiving the grant's funds.  Applications must also be on TIP/STIP prior to the award of a TIGER discretionary grant.

ARRA Reporting Varies.  Must meet the reporting requirments of the federal agency that would typically oversee similar type of projects (e.g. if a highway and bridge project is selected, it must be the highway and bridge program reporting requirements).

Eligible Entries  US DOT requires that all applications be e-mailed by eligible applicants directly to US DOT at TIGERGrants@dot.gov no later than September 15, 2009.  Paper applications will not be accepted.
There is no formal TIGER application form.  Applicants can use their own format as long as it addresses all of the requirements in the June 2009 Federal Register notice.  For your convenience, we have posted an application shell on our website https://www.nysdot.gov/recovery/sponsors/tiger
