Federal funding is based on a formula. The formula includes a base amount for each State and that portion of the then remaining available money to each State that results from a distribution among the States on the basis of each State's population in relation to the population of all States. The State then awards contracts to those Victim Assistance Programs that are successful bidders under a competitive request for proposal.
