Federal Program Description The New Starts and Small Starts Programs provide funds for construction of major capital investments in new fixed guideway systems, extensions to existing fixed guideway systems, or, in the case of Small Starts, certain corridor-based bus projects.

Flow of Funds The Federal Transit Administration (FTA) published New Starts/Small Starts allocations in the Federal Register on May 11, 2009.  The notice in the Federal Register listed amounts for eligible New Starts/Small Starts projects that already have Full Funding Grant Agreements.  Designated recipients submitted grants to the FTA for projects that could obligate funds by July 17, 2009.
