Federal Program Description The Community Services Block Grant (CSBG) is a federal program created by Congress in 1981 for the purpose of alleviating poverty nationwide. Federal funds are allocated by formula to New York State, which distributes those funds by formula to designated eligible entities (community action agencies, community action programs, and a migrant and seasonal farmworker organization). Under the regular CSBG program, eligible entities use funds to provide services and activities addressing employment, education, better use of available income, housing, nutrition, emergency services and/or health to combat the central causes of poverty.The ARRA provided additional funds for formula distribution to eligible entities. Through these agencies, CSBG ARRA funds are used for programs and services designed to reduce poverty, revitalize low-income communities and empower low income families and individuals in rural and urban areas to become self-sufficient, as well as for services and activities eligible for support under the regular CSBG program.

ARRA Reporting The New York State Department of State must submit quarterly reports required by Section 1512 of the Recovery Act and comply with all other reporting requirements of the underlying Community Services Block Grant program.

Flow of Funds
The New York State Department of State is required to distribute 99% ($85,913,131) of the State's share of CSBG ARRA funds to "eligible entities" in the same proportion as those entities received funds in the previous federal fiscal year.  Funds have been awarded by contract and payments will be issued quarterly based on progress toward achieving stated outcomes and submission of required reports.  As required by ARRA, the remaining 1% ($867,809) of the State's share of ARRA block grant funds will be used for benefits enrollment coordination activities relating to the identification and enrollment of eligible individuals and families in Federal, State, and local benefit programs.
