The Honorable Barack Obama
Dear Mr. President:
I applaud your courage and leadership in placing our Nation on the road to recovery through the American Recovery and Reinvestment Act of 2009.
Pursuant to Section 1607 of the Act, on behalf of the State of New York, I hereby certify that the State will request and use funds provided by this Act and these funds will be used to create jobs and promote economic growth.
As the home of Wall Street and a global capital for business and finance, New York finds itself at the epicenter of the current national economic crisis. Your strong leadership in working with Congress to secure passage of the Act has given us many of the essential tools that we will need to rebuild our economy, protect our residents against harmful cuts in critical services, and ensure that those who have lost their jobs receive health care and other vital economic assistance until they can secure employment.
I wholeheartedly agree that states and other recipients of funding under the Act must be fully transparent and accountable for every dollar. My recently created New York State Economic Recovery and Reinvestment Cabinet will spearhead our efforts to track spending and demonstrate results while determining how best to target Federal resources to create jobs and foster long-term economic growth.
Our State stands ready to assist your Administration during this difficult period, and I personally look forward to working with you to lead New York and our nation to a full economic recovery.
Sincerely,
David A. Paterson
